Mr. McKinnon has been with TLM Associates, Inc. since 1998. A licensed civil engineer since 1998, he has experience in project design and management in both the public and private sectors. Mr. McKinnon’s experience includes a number of civil and municipal water, wastewater and environmental related projects.
